* urban and small stream flood advisory for poor drainage areas

southwestern Madera County in central California...
northwestern Kern County in central California...
Kings County in central California...
Merced County in central California...
western Tulare County in central California...
southwestern Fresno County in central California...

* until 600 PM PST.

* At 131 PM PST, trained weather spotters reported heavy rain and
pea sized hail in central Fresno County along Highway 99 just
south of the city of Fresno due to thunderstorms. Scattered
showers and isolated thunderstorms, some with locally heavy
downpours, may cause minor urban and street flooding this
afternoon. Runoff of water in poor drainage areas can also lead to
minor flooding.

* Some locations that will experience flooding include...
Fresno, Bakersfield, Visalia, Clovis, Merced, Madera, Tulare,
Porterville, Hanford, Delano, Atwater, Los Banos, Wasco, Corcoran,
Lemoore, Sanger, Reedley, Selma, Dinuba and Arvin.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

... Significant weather advisory for northeastern Kings... northwestern
Tulare and central Fresno counties until 230 PM PST...

At 151 PM PST, Doppler radar was tracking strong thunderstorms along
a line extending from near Sanger to 7 miles east of Lanare. Movement
was southeast at 20 mph.

Half inch hail and winds in excess of 30 mph will be possible with
these storms.

Locations impacted include...
Hanford, Sanger, Reedley, Selma, Dinuba, Parlier, Kingsburg, Orange
Cove, Traver, del Rey, London, Bowles, Fowler, Riverdale, Laton and
Squaw Valley.

Precautionary/preparedness actions...

Torrential rainfall is also occurring with these storms, and may lead
to localized flooding. Do not drive your vehicle through flooded
roadways.

Frequent cloud to ground lightning is occurring with these storms.
Lightning can strike 10 miles away from a thunderstorm. Seek a safe
shelter inside a building or vehicle.

The San Joaquin Valley air pollution control district has issued
an air quality alert on February 13, 2019, due to blowing dust
from high winds for Kings, Tulare, and valley portion of Kern
counties.

This air quality alert is in effect until 8:00pm, Thursday,
February 14, 2019.

Exposure to particle pollution can cause serious health problems,
aggravate lung disease, cause asthma attacks and acute
bronchitis, and increase risk of respiratory infections.

Residents are advised to use caution as conditions warrant.
People with heart or lung diseases should follow their doctor's
advice for dealing with episodes of unhealthy air quality.

Additionally, older adults and children should avoid prolonged
exposure, strenuous activities or heavy exertion, as conditions
dictate.
